Tiny, and random area of"Bucking" basecoat

Tiny, and random area of"Bucking" basecoat. I can't decide what causes this. It's generally localized... and random. The entire area is spray with my basecoat paint... and yet only small areas buck. Why wouldn't this effect be seen all over the model???
